City of Fayetteville Community Conversation Meetings

(Fayetteville, N.C.) – Back by popular demand, four Community Café conversations will give residents an opportunity to identify what success looks like for Fayetteville. Residents are invited to provide input on Monday, May 11 at Westover Recreation Center; Tuesday, May 12 at Smith Recreation Center; Thursday, May 14 at Lake Rim Recreation Center and Thursday, June 4 at College Lakes Recreation Center from 6 to 8 p.m. The first two Community Café conversations, held earlier this year, were a great success. The City Council would like to see more citizen interaction at the upcoming Community Café conversations.

Residents will also be asked to brainstorm ideas for metrics to measure how the City is doing in meeting its Strategic Plan goals. The City will also seek feedback on promoting transparency and accountability for results. The City is charting the course with data-driven decisions.

Legislative Talking Points 2015 – The following talking points were discussed with the Fayetteville delegation as they pertain to the real estate industry.

Bills on the Move

  • HB 151 – Creates transparency and uses historical data when calculating homeowners insurance changes
  • HB 182/SB 208 – Closing loopholes to give the Insurance Commissioner the authority to lower rates
  • SB 683 – Eliminates the “consent to rate” letters. These letters threaten to drop coverage unless the homeowner agrees to pay premiums higher than the state maximum set by the Insurance Commissioner
  • SB 35 – Provides access to capital for small businesses that cannot attain bank loans
  • HB 530/SB 442 – Rental registration & inspection changes

Positive Bills Passed

  • HB 151 – Homeowners insurance reform bill “Property Insurance Rate-making Reform”
  • SB 526 – Job Creation and Tax Relief Act – keeping the mortgage interest and property tax deductions in the tax code

 Potential Bills/Programs & Tax Credits

  • Historic and Mill Rehabilitation Tax Credits/Grants – Credits that provided nearly $1.5 billion in investment to NC expired at the end of 2014. Authorization of a NEW program will help preserve NC history, increase property values, promote tourism and save tax dollars by reducing blight and crime
  • Workforce Housing Loan Program – Provides affordable housing in rural and urban areas for seniors, the disabled, domestic violence victims and many more

 Other Legislative Agenda Items

  • Private roads – REALTORS® are running into issues where neighborhoods were built with INTENT to turn roads over to NCDOT once the neighborhood is built out. However, due to unknown circumstances the roads DO NOT get turned over to NCDOT.  NCAR is working with the NC Delegation on this issue!

National Association of REALTORS® – EPA Sends Water Rule to OMB

The Environmental Protection Agency (EPA) on Monday, April 6 sent to the White House’s Office of Management and Budget (OMB) its controversial regulation to redefine the extent of its authority over U.S. water bodies for final review and approval.

This proposed regulation would place more water bodies under federal jurisdiction, and result in more unintentional property rights violations, more time consuming and expensive permits and less economic development.

EPA Administrator Gina McCarthy said the final version of the rule reflects some changes the agency made to the regulation, including clearer definitions of which bodies of water, tributaries, wetlands and other features are covered, while ensuring that ditches, agricultural practices and municipal storm sewer systems are not covered.

NAR has opposed this rule in part because of the potential impacts on homeowners.  In addition, NAR believes the Clean Water Act does not allow federal jurisdiction over all waters.

NAR will continue its legislative and regulatory efforts to have this rule withdrawn and start over to develop more effective ways to protect the quality of our country’s water.

 

 

NCDOT Update – 10 Year Plan

The North Carolina Department of Transportation held a public meeting to present their 10 year state transportation plan.

The 2016 – 2025 Draft State Transportation Improvement Program (STIP) provides the schedule of projects proposed for full or partial funding across the state over the next 10 years.  It is one of our most comprehensive programs ever, including 1,073 projects across all transportation modes and all 100 counties.

Below are the key statewide and regional projects:

  • Completing the Fayetteville Outer Loop to connect Fort Bragg to the strategic I-95 corridor and enhance mobility options for our military.
  • Expanding  US. 321 between Lenoir and Hickory, which will improve this key regional corridor and better connect the northwester part of our state to Charlotte and I-85.
  • Improving I-85 in Gaston County and removing the two-lane bottleneck in southern Rowan County, which will enhance this important route for commuters to Charlotte, as well as help move goods more efficiently to and from Charlotte and the Greenville-Spartanburg area.
  • Expanding N.C. 211 to the coastal towns of Southport and Oak Island and improving their connection to the U.S. 17 corridor, which will help relieve congestion during the busy tourist season and improve an important evacuation route.

Fayetteville City Council Approves Phase V Annexation Areas 18 & 19 Funding

At the April 13 City Council meeting, council approved funding for Phase V, areas 18 and 19 annexations.

From a PWC memo, funds for the Capital Project Fund will be transferred from the Annexation Phase V Reserve Fund.  The estimated cost is $11,500,000.
