Cumberland County Commission approves NEW sewer project

The Cumberland County Board of Commissioners has approved the Overhills Park Water and Sewer Project.

Background:  Severe septic tank failure

Location:  Spring Lake Highway 210, Overhills Park subdivision (East Manchester Road and NC 210)

Cost of Project:  3,372,700 (federal and county)

Around 300 estimated lots will be served by the project.  There has been no final decision made on the fees property owners will be incur.  Please see additional information from the county website below.

On April 14, 2014, the Cumberland County Board of Commissioners approved a resolution accepting the U.S. Department of Agriculture (USDA) funding conditions for the Overhills Sewer Project, which is estimated to cost about $3.4 million. A USDA Rural Utilities Services grant will cover $2.5 million. The County will also receive an $819,000 Rural Utilities Services 40-year loan and contribute $50,700 of County funds to the project.

Cumberland County is currently moving forward with the design and permitting of the sewer project. This process takes about six months to complete. The county expects to start construction in fall 2015 and complete construction in fall 2016. The cost to the homeowners to connect to the system will be $100 for a deposit (similar to what citizens pay to other utilities) and the cost for a plumber or the property owners themselves to connect their home to the sewer tap at the road. The homeowners will be charged a flat sewer rate for usage if connected; and if not connected, they will be charged an availability fee to repay the loan for the cost of the installation of the sewer mains. These amounts have yet to be finalized.

Before construction begins, the county will have a public meeting informing the homeowners of the construction timeline and to answer any questions.

Your Chance to Weigh In on Parks/Rec Bond Referendum!

The Fayetteville City Council has unanimously approved to forward with a proposed Parks & Recreation Bond Referendum.  The referendum will have various steps to go through before being placed on the March 2016 primary ballot, one of which is a public hearing on December 14.  In addition, a letter of intent will be sent to the Local Government Commission.  The Commission will begin the review process and look at the cities debt.

The proposed $45 bond package has several priorities.  The package will be adjusted before the December meeting.

Cape Fear River park (Person Street)
skateboard park
splash pads
aquatic center (Bragg Boulevard)
athletic field complex (city property Interstate Exit 49)

The timeline for the bond referendum:

October 26 – City Council adopted preliminary resolution
October 31 – Public notice of intent to file resolution with the Local Government Commission
November 18 – File notice of proposed bond issue with Joint Legislative Committee
November 23 – Regular City Council meeting (official introduction of bond order by the City Council)
November 28 – Publication of public hearing for December
December 14 – Regular City Council meeting (pubic hearing) and possible adoption of bond order and officially calling for a bond referendum

March 15, 2016 – Bond Referendum will be placed on the primary ballot

Take Action.jpgCongress is considering a proposal that would create a tax on all potential homeowners and consumers looking to purchase or refinance a mortgage.

By increasing Fannie Mae and Freddie Mac’s credit risk guarantee fees (g-fees) to fund transportation programs, Congress would disturb the housing recovery.  Now is not the time to raise the cost to purchase or refinance a home.

NAR strongly believes that taxing homeowners to pay for transportation programs places an unnecessary long-term burden on consumers and this action will disproportionately impact low and moderate income borrowers, as well as first-time homebuyers.

NEW City & County Economic Development Board – seeking applications

City and County Seek Citizens for Economic Development Board

(Fayetteville, N.C.) — The City of Fayetteville and Cumberland County are seeking applications from citizens interested in serving on the board of directors for a new non-profit economic development corporation that will be funded jointly by the two local governments.

Through an interlocal agreement, the City and County have outlined the formation of a new organization that will be registered as the Fayetteville/Cumberland County Economic Development Corporation. The name of the entity may be revisited once the new Board of Directors is appointed and becomes engaged in re-branding the organization.
The City and County will each appoint two citizens and one elected official to the board. Members will serve three-year terms after initial staggered appointments.

  • Nov. 1 – Application deadline. Applications will go through the City website at: http://fayettevillenc.gov/government/city-Council/boards-and-commissions.
  • Nov. 2-6 – The City’s appointment committee will consider the applications
  • Nov. 9 – Appointment of two citizens at the City Council meeting
  • Nov. 23 – If additional time is necessary, appointments made at the City Council meeting

With the passage of the state’s budget, NCAR encourages you to thank our legislative champions and those who stood up to support the policy priorities of REALTORS®.

This year’s budget addresses many of NCAR’s legislative priorities, including the MID and property tax deduction, Historic Preservation Tax Credit, and economic development programs like JDIG and the Film & Entertainment Grant program.  Here are some additional highlights.

  • No change to the current MID and property tax deduction.
  • Restoration of the Historic Preservation Tax Credit for residential and income-producing properties through 2020.
  • The Workforce Housing Loan Program receives $12.5 million in funding in 2015-6 and $15 million in 2016-7.
  • Multiple economic development programs also receive funding, including $3 million for the OneNC Small Business Fund, $2.5 million for Rural Economic Development Grants, $30 million for Film grants, and $63 million for Job Development and Infrastructure Grants.
  • The Housing Trust Fund retains its annual funding allocation of approximately $10 million.
