Work begins Monday on lower portion of Cape Fear River Trail
Beginning Monday, June 1, work will begin on the lower portion of the Cape Fear River Trail. Construction is scheduled to last for 365 days. Barricades will be placed near mile marker 5, just below the second boardwalk that is behind the Fayetteville PWC P.O. Hoffer Water Treatment Facility off Hoffer Drive. People will not be able to access the barricaded part of the trail as construction crews will use the area to access the project site.

The new section of trail will cross CSX Transportation property, underneath the railroad, connecting parts of the trail that are not connected today. When it is complete, pedestrians and bikers will be able to enjoy nearly 7 miles of path one way. Currently, the trail spans a total of 5.3 miles one way.

The estimated cost of this project is $2.4 million and it will be funded with money from the city, state and federal government. Fred Smith Company is the contractor.

Budget work sessions underway
City of Fayetteville staff and city council members participated in the first work session for the FY21 budget May 28. Work sessions are scheduled for Thursday, June 4 at 5 p.m. and Thursday, June 11 at 5 p.m.

Those interested in attending the next budget work sessions via Zoom can find log in information on the city website under Public Notices section as the date for the work session draws closer.

Fayetteville Regional Airport Hosts Blood Drive
Fayetteville Regional Airport in partnership with Cape Fear Valley Blood Donor Center is hosting a blood drive on June 11 from 11 a.m. to 4 p.m. in the long-term parking lot of the airport. Donating is a great way to give back to those in need, especially while we continue to fight COVID-19 and its impact on our city and nation. All donations collected remain in the community. Appointments are recommended but are not required.

Donors can sit in their car while they wait to be processed and those who donate will receive a free t-shirt while supplies last. Newly Designed City Website Coming Soon
The City of Fayetteville’s website, FayettevilleNC.gov, will undergo a cosmetic facelift in the next few weeks. Working with Granicus, a technology solutions company focused on government agencies, the City’s new site will be easier to navigate, be mobile-friendly, and be more aesthetically pleasing. The City’s website last saw a design overhaul in 2015. More information on the launch of the new website will be available soon.

The City of Fayetteville has created a webpage for educational resources for students & citizens including City-related coloring pages for kids, educational YouTube playlists about City services, and other resources to learn about the City from the comfort of your home! Candidate Questionnaire – Ron Ross running for Cumberland County Commission District 2

Do you have any ideas or a plan to help with the current negative economic results of the pandemic and how would you implement?

Set guidelines, if a business can meet those guide lines, they should be allowed to re-open.

If elected, how would you resolve any water issues (i.e. Gen X) or future water contamination in your County? How do you safe guard clean water?

Chemours/DuPont Plant cause the problem-they should be made to pay for all damages (water lines in the county, connection fees to homes all environmental damages). Make an example of them.

Now that Cumberland County is considered a Tier 1 statues, what grants would you propose applying for?

Before applying for grants-the county needs to address the Employment rate, Raising the median household income, and having an honest conversation on improving our schools, and working with business on how to improve employment, and affordable housing, etc.

As REALTORS® become more engaged in our communities, how do you propose to improve communication to be a part of the conversation instead of REALTORS® being reactive to issues that harm homeownership and private property rights?

How to improve communication with Realtors? How about setting down and just beginning a conversation on the needs of Housing in Cumberland County, as a county Commissioner, I will listen.

How do you propose to get the NC economy back on track after Covid-19 and prepare for the upcoming hurricane season?

I support Gov. Cooper’s stages approach to restoring NC’s economy. Protect against a second spike of the virus. Expand Medicaid will provide health insurance to 600,000 Carolinians and create thousands of new jobs and keep rural hospitals open. Expand broadband to rural areas. Factor possible need of quarantining victims of 2020 hurricanes. Discourage rebuilding in flood plain areas.

If elected, what are your thoughts on passing a budget?

The 2018 flat tax amendment was misguided. Our current great recession and tax shortfalls will be challenging at both the state and local level. Cities and counties will be tempted to increase property taxes and sales taxes.

Now that we almost have the private road NCDOT database, how would you prevent any new orphan roads from occurring?

I live in an HOA governed community where we pay for the road maintenance and for our bridges through a yearly accessment. I would support legislation prohibiting a developer from just walking away by holding him responsible for the road maintenance.

What do you think the General Assembly needs to be paying attention to next year?

Health of citizens of NC. Expanding Medicaid – rebuilding our economy – expand broadband to rural areas.

How can the State fast track broadband to rural areas?

80% of the counties in NC are rural. Our current Covid-19 crisis has emphasized the deep divid between rural & urban broadband accessibility for education, medical care and for farming and industry. Rural NC towns and counties need the authority to support and/or create broadband networks. 2011 HB 129 should be repealed.

NCDOT Developing State Trails Plan…taking surveys

Good Morning Everyone,

NCDOT is in the process of developing the Great Trails State Plan. The goal of this plan is to create a network of shared-use paths, trails and limited on-road connections, where off-road connections are not available. This system will support low-stress travel between county seats and/or other urban/town centers, state parks, recreation areas and state and national forests. The primary outcomes of this planning process will be a non-motorized network map that connects, to the extent possible, all 100 counties within North Carolina and an action-oriented network plan and 5-year implementation strategy.

COVID-19 Update

May 29 Deadline for Small Business Grants

FAYETTEVILLE – The Department of Public Health has been notified of 15 new positive COVID-19 cases involving Cumberland County residents, bringing the county’s total case count to 584. To date, 16 residents have died from complications associated with the coronavirus.

Drive-thru Testing Tuesdays and Wednesdays from 9 a.m. to 4 p.m.

The Cumberland County Department of Public Health is offering drive-thru COVID-19 test collection on Tuesdays and Wednesdays from 9 a.m. to 4 p.m. in the parking lot of Manna Church at 5117 Cliffdale Road.

Test collection is conducted by appointment only. Walk-ins are not accepted. Click on the Testing online self-assessment link<http://co.cumberland.nc.us/covid19/covid-19-testing-assessment-instructions> at the top of the County’s COVID-19 webpage at co.cumberland.nc.us/COVID19. Call the Health Department with questions at 910-433-3700 from 8 a.m. to 5 p.m. weekdays. The office is closed Monday, May 25, for Memorial Day.

Small Business Grant Applications Accepted May 14-29

Cumberland County Community Development has established a Small Business Resiliency grant program to assist qualified local businesses that suffered economic hardship as a result of the COVID-19 pandemic. The program is supported by Community Development Block Grant funding from the U.S. Department of Housing and Urban Development through the Coronavirus Aid, Relief, and Economic Security (CARES) Act.

The program will provide grants up to $10,000 and is targeting small for-profit businesses with 10 or fewer full-time equivalent employees. The goal is to help businesses retain employees and maintain economic stability during the crisis.

To apply, businesses must operate within the Cumberland County geographic service area, which includes the unincorporated areas of the county, as well as the towns of Eastover, Falcon, Godwin, Hope Mills, Linden, Spring Lake, Stedman and Wade.

Applications will be accepted until 5 p.m. on May 29. Application, submission requirements, and guidelines can be obtained via:
