Regional Land Use Advisory Commission Meeting – briefing from Fort Bragg Garrison re: Construction Update

The Fort Bragg Garrison briefed the RLUPAC on new and ongoing construction on Fort Bragg. The following information is from the report.

Fort Bragg has 50,350 troops and 14,500 civilians working on the post. The post supports a population of roughly 140,200, including the military, their families, Department of Army civilians, and contractors. Fort Bragg has almost 10 percent of all army forces assigned to the installation.

There are over 146,000 acres of training area, 5,000 facilities totaling more than 54,900,000 SF.

New Campus Projects:
Language & Culture Center = $64.7 million
Training Group Headquarter = $48.1 million
Human Performance – $15.3 million
Advanced Skills Training Center – $28.8 million

Future Construction:
Shoppette w/dining and diesel (retail store, snack bar, restaurant, beverage store, fuel) = $8,884,733
Express Gas Patriot Point (retail, fast food, beverage store = $6,905,700
Freedom Crossing Entertainment Complex (movie theater, retail, food)

NC Eviction Moratorium Extended Through 2020

Governor Roy Cooper issued Executive Order No. 171. This order requires landlords to make residential tenants aware of their rights under the Center for Disease Control (CDC) Order. For eviction actions commencing after Executive Order No. 171, landlords must give residents the option to fill out a declaration form before starting any eviction action.

The Order sets for procedure to ENSURE PROTECTION for residential tenants once they provide the required declaration form to the court or to the landlord.

Roy Cooper – “Roughly three to 400,000 households across North Carolina are currently unable to pay rent.”

A – NC Hope Program

NC HOPE PROGRAM – a new statewide rent and utility assistance to eligible low and moderate income renters experiencing financial hardship due to COVID-19.

Eligibility
Household income is 80% of the area median income or lower
Rental property is their primary home
Coronavirus pandemic has affected their ability to pay rent
Behind on rent when they apply

Who Can Apply – Landlords CANNOT apply but they can refer distressed tenants to 211 on their phone or apply online at nc211.org/hope

National Association of REALTORS® meets with White House on Eviction Moratorium

Yesterday, NAR President Vince Malta and other NAR leaders met with officials from the White house office of the Domestic Policy Council and the National Economic Council to discuss the eviction moratorium. President Malta outlined our significant concerns with the order and the burden it places on housing providers.

He explained that “kicking the can down the road” and creating mountains of debt for renters would simply lead to a flood of evictions come January. REALTOR leaders presented anecdotes about the more than 40% of mom and pop owners around the country and how they are struggling to meet their obligations without rental income.

They also explained about the confusion surrounding the order and how it is being interpreted very differently by different courts. During the q&a, REALTORS asked what relief would be provided to property owners – who were ineligible to receive unemployment or PPP or EIDL loans to make up for their lost revenue.

White House staff said the Administration is committed to an additional stimulus bill and are working with Congress. They are open to including rental assistance. In the absence of Congressional action, the Administration is also working to prioritize funds for more relief, and will consider a rental assistance program as part of that.

President Malta thanked the White House for their time and attention, and offered NAR’s expertise as they move forward with further relief measures. The White House thanked NAR and REALTORS for the dialogue.
