  1. What’s your plan to address the need for workforce and affordable housing?

              Through Fayetteville’s, Economic & Community Development Department, I plan to provide the following:

Training on how to receive city housing funds, grants, assisting new business owners, and even the possibility of receiving initial down payment loans that can be forgiven during the amortization in the terms of the principal loan.

  1. List three ideas that you would do if elected to attract high paying jobs and industries? 

If elected, I would:

  1. Invest in colleges such as Fayetteville State and Fayetteville Technical Community College (FTCC) – Workforce training that would attract technology industries;
  2. Offer land incentives that would allow individuals/companies to move their businesses to the city of Fayetteville that will give them favorable tax incentives;
  3. Set up labor force agencies to help to attract qualified individuals in other regions around the world
  1. What do you see as the biggest challenge in your district?

Economic development is the biggest challenge in District 2.  Infrastructure, sustainability, storm water, flooding, erosion, perking – all of these things prevent prosperity values and development to continue through home ownership.

  1. Regarding tourism, what can be done to promote a vibrant city to outside guest ad even within the community?

The city of Fayetteville needs an amusement park to attract individuals outside the community and also service the people within the community.  It will create employment, encourage activity in kids, improve property values, and provide connection space.  A perfect location in District 2 for an amusement park would be Swamp Dogs stadium.

  1. How do you propose to improve communications between your office and the community of REALTORS who are becoming more engaged on issues in your district?

I propose to improve communications between the city council and the community of Realtors by providing transparency on a larger scale to engage more real estate companies to play a part in the purchase and sale of real estate properties throughout the city.

Chemours to Expand Drinking Water Plan

DEQ Directs Chemours to Expand its Interim Sampling and Drinking Water Plan for the Lower Cape Fear River Area The following is from a press release by the NC Department of Environmental Quality:  
After a comprehensive review, the Department of Environmental Quality has sent a letter today directing Chemours to expand the scope and detail of its proposed interim sampling and drinking water plan for New Hanover, Brunswick, Columbus, and Pender counties.  

“The interim plan is insufficient and does not include the necessary steps to adequately determine the extent of Chemours’ contamination in the downstream communities,” said DEQ Secretary Elizabeth S. Biser. “Chemours must contact residents directly, sample more wells and proceed more quickly to address contaminated drinking water.”   The interim sampling plan was submitted on February 1, in response to the department’s November 3, 2021 Notice. In that notice, DEQ determined that Chemours is responsible for groundwater contamination in New Hanover County and potentially Pender, Columbus, and Brunswick counties. DEQ directed Chemours to expand the off-site assessment required under the 2019 Consent Order to determine the extent of the contamination, and conduct sampling of private drinking water wells to identify residents who may be eligible for replacement drinking water supplies.   DEQ has identified seven areas in which the interim sampling and drinking water plan is deficient, and is requiring Chemours to submit a revised plan within 30 days. The revisions must include, but are not limited to:  

Expanding eligibility criteria of private wells to be sampled.

Starting sampling within 45 days.

Directly contacting eligible private well owners.

Using a data-driven approach to broaden private well sampling, not limited to 200 per county and not limited to residents who have requested sampling.

Including other property types for sampling where a private well is used as the primary source of drinking water, including schools, day care centers, churches, mobile home parks and others.

Providing bottled water to impacted residents within three days of receipt of sampling results and providing replacement drinking water supplies as required in Paragraphs 19 and 20 of the Consent Order.

Describing a proposed step-out or other approach to drinking water sampling based on the received results.

Sanford City Council Approves New Development

The Sanford City Council annexed 288.4 acres along Colon and Moncure roads.

Details of the development:
New development called “Midtown Village South.”
Proposed 905 residential lots (170 townhomes and 735 single-family homes)
The development will add $242 million to Sanford’s tax base when complete
The developer is also involved with Ashby Village and Cumnock Village projects

Other Business:

The council voted to rezone 30 acres one tract of land comprising 20.27 acres bisected by Tramway Road at 1100 Tramway Road. The rezoning will allow the development of a residential townhome community known as “West Main Townhomes Conditional Rezoning Plan.”

Cumberland County Commissioners Regular Meeting Update

Case 21-0004

From the Cumberland County Joint Planning Board – Text amendment for Cumberland County Zoning Ordinance, to create a new Section 112; pre-application meetings, mandating and providing direction for pre-application conference meetings prior to land development submittal.

A pre-application conference creates opportunity for staff and applicants to discuss the proposed interests of the developer or property owner with relevance to the applicable zoning code and comprehensive plan. A primary benefit of a pre-application conference is to reduce the potential for a case being continued at board meetings or hearings to allow the applicant to address additional information or concerns.

Text amendment for Cumberland County Zoning Ordinance to include new requirements for neighbor communications summary reports for all conditional zoning request applications for any agricultural or residential district that involves more than 10 acres and proposes an increase in density from what is existing or includes a zero-lot line subdivision.

Motion: passed (voting against the text amendment was Commissioners Adams &Keefe)

Case P21-33

Rezoning from A1 Agricultural District to R15 Residential District/Conditional Zoning District up to 104 lots (zero lot line) subdivision on 41.48 acres of land. The project is located west of NC 87 HWY and south of Ola burns Drive.

The planning board recommended denial and the staff recommended approval.

Motion: this rezoning was denied unanimously
